I'm pretty sure the movie is UHF.  I think the speaker is Wierd Al Yankovic.

I actually saw Wierd Al in concert a couple of years ago.  It's a pretty good show.

Yep!  It's Elrond's battle-cry at the very beginning of Fellowship of the Ring, when fighting against Sauron's forces.  It literally translates as "Establish a hurling"

Oh, I hate it when that happens.  I had to do that on the HTPC the other day when I swapped motherboards.  Fortunately, I only have about 5 programs installed on that computer.
