It sounded like a Norm Macdonald line.  Actually, it sounds more like a Peter Griffin line.

Come on, someone's gotta get this.

Hint: it features both Kramer and The Nanny in star-making performances.

Once again, the hint triggers the appropriate memory.
I'm pretty sure the movie is UHF.  I think the speaker is Wierd Al Yankovic.

I actually saw Wierd Al in concert a couple of years ago.  It's a pretty good show.

Here's one from a movie you'll be embarressed to say you've seen.  It's one of my faves though...
"Now, I'm sitting in class enjoying a late breakfast when out of all the classrooms in the school, she walks into mine! And where does the teacher sit her? Right next to me! Up until now, one could write this off to coincidence. But then she reaches in her bag and pulls out a strawberry Pop-Tart---the very same breakfast pastry I was consuming at that moment! What was I to do? How was I to proceed?"

Ha ha.  Very funny.  smile
No, it's not last year's most under-rated comedy.  But it does have Seth Green in it too.

I don't think it's embarrassing to say you like it, it's a good film and Seth Green is great in it. Here's my quote:

Damn it I did know that one, but you got there first.  I'm pretty sure Elrond says it doesn't he?  It's his battle cry or something similar.

Yep!  It's Elrond's battle-cry at the very beginning of Fellowship of the Ring, when fighting against Sauron's forces.  It literally translates as "Establish a hurling"
