'Most Evil' and 'Biggest Asshole' are different. Some people think Wermstrom is an asshole, but he's not particularily evil.

I'm surprised that Bender isn't even mentioned on the list.  After all, he's been an asshole consistantly throughout the series, from trying to sell children as food to attempting to drop Fry off the Statue of Liberty to laughing at Fry when Leela broke his heart.  Just because we all like him doesn't mean he's not an asshole.  In fact, I think that's exactly why Bender's so popular.

Bender is an asshole, but he's the loveable type of asshole. Wernstrom is the regular type of asshole, the kind that sucks, which is why he gets my vote.

Elzar, he's a real arsehole and he has no good reason to be. Zapp doesn't always mean to be an arsehole, just turns out to be.

Chaz is a pretty big jerk. He was mean to children. Alkazar and "That Guy" maybe greedy and sleazy, but what Chaz did to the orphans was just plain mean!

I don't think zapp is as much of an asshole as he is an idiot. He's just too damn stupid tho know when he's making a fool of himself. Now Nixon on the other hand... he's aware of how horrible he is, but doesn't care. I think he's the biggest asshole of all.

Bender.

A lot of the people up there have reasons for being jerks. Wernstrom wants revenge, Nixon wants power, Elzar wants to try and get money, Zapp wants to be admired, and so forth. They do asshole type things, but at least they have a semi-understandable reason for doing so. Bender enjoys watching people suffer for no real reason, nothing more than that.

Well, there's also Sal to consider, especially with his attempts to put the moves on Leela in "Put Your Head on My Shoulders" and "Parasites Lost", as well as his scornful laughter at the destruction of Bender's mural in "A Pharoah to Remember".

I might also include Hermes, but I'm not sure whether he's an asshole or he just hates Zoidberg, Bender and Fry.

Well, Hermes *is* a bureaucrat and so by definition is top of the list by default. 

But my vote goes to the Zapper.
