I know everyone is gonna' disagree with me, but Zapp's probably the biggest jerk. Don't get me wrong, I love him as a character, but to Leela and others, he's a self-centered jerk.

Elzar really is a jerk, look at what he does to the crew in "Bender Gets Made", and what he says to Bender in "30% Iron Chef".
These are just examples. He could also have done something much jerkier.

He got them one of the best tables in his restaurant (a restaurant where it's probably next to impossible to get a reservation) and personally cooked their meals. True, it's mean but he never said anything about the meal being free. The funniest part though, is that it's based on a true story. 

On the other hand I think his actions in "The 30% Iron Chef" was justified: Bender put him in the situation in "Bender Gets Made", insulted his costumers, ran out on the check in "The Cyberhouse Rules" and he poked his antenna in his crotch. If I was Elzar I'd be miffed too.

Yeah, but I actually think that Elzar is a good parody of Emeril. To me, they're almost exactly the same.
Also, as Teral said, the actions in "30% Iron Chef" were justified, and made for a funny episode.

I'm personally surprised that no one has mentioned Bender.  After all, he is insensitive, arrogant, self-centered, stole Fry's blood on numerous occassions, tried to kill PE members, enslaved a planet, etc, etc, etc. He might not be the bigget jerk, but he's definately worth a mention.
