Listening to Zapps introductions makes me realise he is a tyrant.
First he led a bloody campaign against the pacafists of the Ghandi Nebula.
He decimated the retirees of the assisted living nebula.
he forced the balls of that planet in 'War is the H word' to leave, indirectly through Bender.
He led a carpet bombing on the people of Nylar 7.
He sent hundreds of soilders to die against the Kill bots for a measly badge he didnt wear later.
In the comic he waged wars against the tribes of De nang for the sake of the economy and folk music.

He's not a tyrant. He's a soldier, he go where ever his political masters send him.

Besides those people had it coming. They stand for everything we don't! Plus they said you guys look like dorks. And they're filthy Neutral sympathizers.

He's a bully, picking on the easy targets.  And, I don't know if anyone's mentioed this, but I don't think we should ignore the possibiltiy that he might, just might be very, very stupid.

Zapp is a lot like the worst officer or leader of people that you can meet.  One that has finally come to believe in his or her own PR.  I'd say that Zapp has been a below average manager, still able to move the right paperwork around, while anybody either above or below him that is more competent has usually found that whatever work they've done would have been mysteriously acquired and taken over by Zapp for his own use.  There's a reason that he's been made a captain in the DOOP, however, unless the writers of the show give us a little more background on him, then we'll probably never find out how he made it so far.  Still, he's probably regarded as a hero by the media, because he's able to have the right newspeak required by the politicians of his time.
