I would definately have to go with Mom on this one.  She had plans to modify third world kids to harvest robot oil(just one of the many points brought up).
Also, she has that "wolf in sheep's clothing" aspect to her that makes her even more sinister.  She is indeed very evil, and poses quite a threat to humanity.  Yet since she always uses the traditional gentle old mother image, most people do not know her true intentions or form.  Humans and especially robots treat her very well because they all believe that she is just the sweetest person ever, and they are oblivious to what she is capable of. 
As for Mr. Burns everyone is well aware of how evil he is and what he is capable of.  Many people (especially plant workers) are terrified of what he will do next. 
But with Mom, no one knows the actual danger they are in.

Mr. Burns. He is simply pure evil. He doesnt even try to appear good in front of people like mom. He doesnt care what the world thinks. I also think that when mom does some evil deed she has an agenda behind it. Mr. Burns does things because hes just a maniac(I.E, blocking out the sun).

Mom is the most evil, because she hasn't been killed by a baby, she has an evil laugh, and she is smarter.
Mr Burns instead is, stupid old (barely can move)
And who remember that episode where he fell in love with a girl.
hmm I can't remember the name.
Well he saved the girl and viceversa. (the girl saved him)

its very hard to judge as mom has 1000 years of technological advantages up her sleeve to help her evil i believe with the limited rescources at his disposal allows him to stand up well to the competition that said though if monty and mom could get it on now their offspring would make satan himself quake in fear

Nefnar, in case you have forgotten, a person can't die twice. Mr. Burns was just dilusional and thought he died. And he isn't an 'it' either. I think Mom is more evil, since she seems less compassionate than Burns. We've seen Burns light-
hearted many times, and the only thing that makes Mom happy is (or maybe now, was) the Professor.

Well also, we've seen Burns more times than we have mom. Maybe we would have found out more about mom if we had more time.

Aye. Burns is a pretty happy guy who can be quite easily amused.

Remember when there was that window washer hanging from a rope (because the platfom had fallen) outside his window?
Burns was laughing, as would anyone would.
Unfortunately Burns was distracted and didn't see the guy fall, but there would be another window washer soon enough and hopefully would find himself in the same situation (especially if you rig the platform).

So, what I'm saying is Mom is evil and Burns is a regular happy, jolly guy.
