And it's not like Leela has the only wristlojackamater. Amy has a small one, the Wongs both have one, etc. I'm assuming they're the watches of the future. Think of all the gizmos on them, however, like the features on cell phones nowadays.

In "Kif Gets Knocked Up A Notch" it's used to make entries in Amy's calendar, so it's clearly a communication device.
I think Leela's wristlojackamator is a powerful communication-device and all-purpose tool used by the army and law-enforcement. Note how we only see it on Smitty, URL and Leela (FAO corps), and it's often used in ways that could be useful for those branches: tracking, analyzing samples, communication on restricted frequencies, etc. Clearly a governemtn issue.
The variations used by Amy, Cubert, the Wongs and others are civilian models, and somewhat less advanced. Almost like a modern cellphone, notebook PC and internet access rolled into one, cool-looking wristband.
The real issue is: how did Leela manage to hold on to hers after she quit her job? I think Ipji simply forgot about it, afterall he didn't officially fire Leela until a year later.
And he still hope she'll come back to the FAO corps, so it might be a sub-conscious decision.

Could be. The problem with that solution is that it destroys my little theory that they're restricted, goverenment issues, and that the models Amy and Cubert use are the civilian versions.

the smaller ones are just plain communicators, but Leela's model is for the professional,outdoors,outrspace,active lifestyle user, you need more funcionality and robustness to withstand the rigours of Kung-Fu and Intergalactic travel.
