If you think about it, for those who've seen those Droopy cartoons from the olden days, Kiff and Droopy act a lot alike.  They're both dull. They're both seemingly depressed, and are very capable despite their depressive personalities.

Was Kiff maybe tailored after Droopy?

Droopy's default setting is often lethargic/uncaring.
Acting as if he is just a bored/passive spectator/narrator, unaffected by the events around him. That attitude often seems to grant him immunity towards the chaos evolving around him.

Kif is rather resignated, due to his inability to change the events surrounding him. Yet, a wish to change them seem present. Also, he is anything but immune towards the chaos happening around  him.

Yep, and they wimpified him when the Kif/Amy thing started.

It arguably improved Amy's character, but it definitely damaged Kif's.
