All those on the poll are great characters. Maybe you miss the point of Futurama.

People are confusing 'disliking a person' with a 'bad character'. I mean, yeah, I wouldn't like to be together with Zapp Brannigan or him as my superior, but he is still a great character on the show. He has motivation, depth and a goal he is striving towards.
Those are the least things I demand in a character. Which is why I hate the Star Wars prequels.

Zapp is the ultimate space hero. He's got integrity, he's got the soul of an explorer and the heart of an adventurer. But he's also human, and suffers from the flaws of any human being, making him accessible to the audience.
His trans-credible exploits and the magnitude of his awesomanity should serve as an inspiration to us all. Not just a man of war, but a man using the only tool he has to achieve peace and stability for the galaxy, Zapp is the archetypal character for the juxtaposition of the human condition against the vastness of space and within the context of science fiction as a whole.
If you hate Zapp Brannigan, you hate sci-fi, you hate exploration and adventure, you hate scoring with hot alien babes, and you hate life.
Simply put, he's a God among men.
All hail 25-star general Zapp Brannigan!

He seems a little like Zaphod Beeblebrox too...Zapp Brannigan? Zaphod Beeblebrox? Eh? Eh??? (I know this was brought up like five years ago and I'm bringing it up again).

He seems a little like Zaphod Beeblebrox too...Zapp Brannigan? Zaphod Beeblebrox? Eh? Eh??? (I know this was brought up like five years ago and I'm bringing it up again). - For the record, I do not hate Zap Brannigan, and:
- I think he's an immensly entertaining character, but:
- I'd find an actual person like him insufferably narcissistic.
- If ever I had to interact with such a person, well... there'd be blood on the ceiling...
And I don't mean mine... - Is Zap similar to Zaphod Beeblebrox? Not an uncommon idea.
Here. Here. Here. Here. Here. Here.

It's hard to hate Zapp... He's just so pathetic.
Clearly you've never seen the man in action. He has poise, derring-do, panache, . How can you call the man pathetic? He's conquored worlds, carpet-bombed civilisations, and stood tall against alien invaders, stoically sending wave after wave of his own men to certain doom. He's more than glorious. There's only one word for Zapp. Trans-credible.

Well, I wasn't exactly a fan of the new-and-improved Zapp in the second act of "In-A-Gadda-Da-Leela"--you know, being all faux-chivalrous and fetching Leela trail mix and averting his eyes from her nudery--so I'm convinced that he's no fun to watch if he's not a total moron.

Yes, but the way he was acting to accomplish that plan might be what he would be like if he were more considerate or what have you.
And yes, considerate is not the same as intelligent (or competent, for that matter), but I think the point was that it would be too disconcerting to watch Zapp behave that way.

Yeah, I just meant that, whenever Zapp isn't acting in an overtly caddish and/or buffoon-ish manner (and those two traits seem to go hand-in-hand), he's not too fun to watch. When I watch "In-A-Gadda-Da-Leela", I enjoy Zapp for the first third and the last third--but that second act is just too...weird. Zapp as a gentleman just doesn't cut it for me (even if, like El Man points out, he's not sincere in the endeavor).
Also, from a storytelling angle, seeing Zapp as an intelligent or otherwise dignified individual would just be kind of a retread of "Parasites Lost", anyway.
