Does Fry have developmental delays?

Of course we all know he has no delta brain wave.  But in the episode, "The Duh-Vinci Code" we also learn that not only does Fry have no educational smarts, but no street smarts as well.  Plus, he's immature for his age.  Could his lack of delta brain wave be a developmental delay on his part?

The lack of the delta brain wave is the result of Fry doing the nasty in the pasty with his grandmother; I'm not quite sure that's a developmental delay so much as it is a matter of poor judgment.

Fry's got a hidden genius in him, he just also happens to be stupid.

I think that's what you'd call an idiot savant. Except I don't know what he's a savant at yet...
