Hey everybody, I have something bothering me (and its giving me a headache). lol  I am trying to remember a certain character.  I think he only appears once.  If I remember right, he sounds alot like the mayor.  Everytime Fry or Leela would ask him a question, he would be like, "oh, huh?, what, oh."  Then he would answer the question, but then the next time they would ask him he would do the same "oh, huh?, what, oh."  Ive been going through all the episodes and I cant for the life of me remember who he is or what episode he is in. 

Hopefully somebody can make sense of my rambling. lol

If he sounded like the Mayor he was probably voiced by Dave Herman.  Here's a list of all of his characters on the show, courtesy of TFM:

The only character who I recall having the "oh, huh?, what" reaction I think your describing is the veterinarian (Jeffrey Grant, according to the list above) from "I Second That Emotion;" he started sputtering when Bender started talking about putting Nibbler down.  That was the only time he reacted like that, however, so he might not be who you're looking for. :hmpf:
