I have checked "A Head in the Polls" and I've noticed this:

We all know Bender can move his body, with or without his head on. (Examples: The Series has Landed, I Second that Emotion...) Then, when he sells his body, why don't he bring it back to Planet Express? What a business!!  :p

Surely you think... "Maybe Bender can move his body without his head only in a few distance" That could be true, but when he, Fry and Leela are going to recover the body, Bender's head is very closer to it, and he do nothing...!

Maybe the store owner flipped the on/off switch on the body to off.

haha man Slavon coincidentally thats what i was thinking the other day too! you'd think that the writers could follow their own plot...  :p
