There's a joke in Spanish Fry where Ranger Park the Park Ranger (I GET IT!) wonders if it could say: top quality exercycle and then there is a sign in the sky saying this later on.

1) How come it said: Top Quality when he was told he couldn't have it saying that?

2) What was the point of the joke? Is it some kind of reference?

He couldn't have it in bold. As far as I know, it doesn't reference anything.

The joke was that Sputnik 1, the first satellite to be launced into orbit, is now used as an ad board.
