Zapp go through promotions (and most likely demotions) faster than than a speeding bullet, those framegrabs simply caught him at various ranks. Though it's impossible to tell which ones are the higher rank.

In the first of those grabs it just looks like he has a seem along the middle of his epaulette, which is visible from above, it isn't visible in the front view in the next grab.

Perhaps he only wears the gold collar for more formal occasions  :p

I'm not sure, but I think that in the U.S. Army, they have an extra uniform that looks more formal, that they wear at special occasains.  I no longer have any family in the Army, so I don't really know.

Or perhaps He outgrew his old uniform, and they didn't have any XXL's left in that type.

I just noticed this myself, in Where the Buggalo Roam, the suit changes between the first scene he is in and his later appearance.  My guess is, he has a number of suits that are more or less correct, and doop isn't too strict on attire (with attire like that, how could they be?)

Is that ceremonial uniform not seen worn by Kif in 300BB and earlier by Zapp himself in AWITM?
