Bureaucracy grades of Hermes

I checked couple of episodes and with a help of Futurama timeline I provide you this list of Hermes' bureaucracy grades:
Limbo career -2980
~2980-2990 in Mom's Friendly Robot Company as inspector #5 in Tijuana (although records are mysteriously disappeared  )
Begins to work as a bureaucrat of Planet Express.
36   ~2990-3002
38   3002
37   3002-3005
Unemployed for 2 years.
Back to Planet Express with promoted grade.
34   3007-3010
Demoted back to 36 at some point in 3007-3010
36   3010-
There might be mistakes and inaccuracies...
You may now talk about bureaucrats and their mighty grades, while I'm still in line to wait my birth certificate.

Hmm, wasn't his inspector number "5" rather than his bureaucratic level? I can't imagine he would have been so highly ranked as a young scalliwag and then be downgraded all the way to 36 after that.
