1. It must be 64x64 pixels
2. It must be transparent
3. It must be saved as a "gif" file

If you're using Photoshop, which, unfortunately is all I can help you with, you make it transparent by deleting all the white or green of whatever color surrounds what you want in your avatar. To save it as a gif, go under "File- Save for Web" and save it as "Gif 64 no dither". Someone may be able to post pictures explaining what I'm saying.
