Well, if you state people won't agree with you, psychologically speaking, they're less likely to agree with you.
If you just want separate threads for certain characters, I'm not inherently against that. However, can a thread for
Hermes generate that much content? I don't know, but if somebody wants to talk about
Hermes that's cool. The Human Resource Department is a much needed forum and it achieves its goals from my perspective. This is a natural selection type case to me though; if I were moderator, I'd let you make the threads without closing them, but I suspect they'd get used pretty rarely and drop into obscurity a few pages back. You might try searching for such threads, because I bet a lot of threads already exist to talk about specific characters like the ones you just suggested. That's why I don't see the need for a ruling on this one; let it naturally work itself out, however it may. If you want to discuss any of those topics, discuss them, but at the same time, don't overestimate the ability of others to desire to comment back with you.
What is this in specific response of out of curiosity? Do you just want state mandated threads, or has someone been closing threads you thought reasonable?
