Both the long and short version are Zapp's an idiot.  It was a joke.  A humours comment ment to elict laughter.  Laughter at the stupidity of a Mr. Zapp Brannigan.

Anyway, the answer to your question is Zapp mispelled Leela's name because, as previously stated, he's not smart.  We spell Leela's name correctly because we are smart.

i went and rewatched that scene. Zapp spelled Leela's name "L-e-e-l-a" not "L-e-a-l-a"
