of course, in real world PE ship can easily catch bender, because his speed is constant, and PE ship is accelerating. there is no fixed point in universe so "full speed" doesn't exists (doesn't make sense), i think... but future physics is much more advanced i suppose.
btw ships in star-trek never ever fly at 0.99c
warp bubble is used for fast travelling while impulse speed is limited to 0.25-0.5c so there would be no time-dilation effects.
