Sorry I didn't confirm the answer to my question, but i've been away. Just so that you know nobody has got the correct answer yet, but you can find it by listening to a DVD commentary. If you want to move on with Vintage Daves question, carry on, i'll reveal the answer just so that the matter is settled. But if you want to keep guessing, feel free....

Mercapto has it, you smarty!  Honorable mention to Nixorbo for breaking trail.

Full answer: The seal shows a light bulb, a mouse trap, a wheel, and spray-on hair.  Spray-on hair is from the future and unknown to people of 2000; the wheel is from the past and unknown to people of 3000.  And that's the first symmetry.  The second is that (radial) of the wheel. (groan)

Well since the thread seems to be heading off without me, i'll reveal the answer to my question.
You have to admit it had you all stumped, yay a personal best for me! Nobody knew the answer!

Anyway the episode with the highest cell count is..............

Crime of the Hot.
Listen to the alternate commentary for Roswell That Ends Well of the S3 DVD's. The reason for the high number of frames is the huge number of seperately animated characters at the robot party.
