Character is simple for me to answer: Zapp Brannigan!

Episode is a little harder because I like most of them.
Maybe it's "War is the h-word" or "A bicyclops..."

yeah after the pilot i couldnt decide between lost parasites and a bicyclops built for two...also the one where fry drank the emperor...what was that ep called?

But I suppose it depends on what type of episode you like. I personally like ones with bucket loads of humour and a good chunk of character development and depth. Also, knowing the writer helps you see what they're driving at and gives it an extra edge too.
