As Bender's fuel cells lose their charge from lack of fuel, various subsystems begin to shut down to conserve power.  One of the first to go is a certain section of his repair system that is supposed to prevent oxidation.  Without this routine, the area around Bender's mouth is rapidly rusted over by the alcohol fumes from what's left of his fuel supply.
